Reva Volunteer Fire and Rescue Department

Junior Fire and EMS Program

 

The purpose of this program is to foster the development of new members within the fire and EMS service. Participants will also be developing various life skills such as teamwork, discipline, and self-reliance.

 

Participation in the Junior Fire and EMS Program is open to youth aged 16-18 (while enrolled in high school).  The program consists of two levels separated by age and is outlined below. All junior and senior members must adhere to the following guidelines. Failure to do will result in disciplinary action up to and including termination of membership from Reva Volunteer Fire and Rescue Department. At all points in these regulations parent/guardian refers to a parent or guardian that is also a member of Reva Volunteer Fire and Rescue Department. The officer in charge has the right to refuse a junior member’s participation in any activity or during an incident at any time. 

 

REGULATIONS FOR ALL PARTICIPANTS IN JUNIOR PROGRAM

  • All participants in the program must be in good standing with their school. Good standing is defined as a C (70%) or better average and no discipline issues. Participants are required to submit quarterly grade and discipline verifications and failure to do so will result in suspension until verification is submitted. Participants who are not in good standing with their school will be suspended from participation for a minimum of thirty (30) days. Participants who remain suspended for three (3) consecutive months or more than twice in a rolling calendar year can be terminated at the discretion of the membership.
  • No participant in the program is permitted to posses or operate personal warning lights in their vehicle.
  • No participant is the program is permitted to respond to the scene of an incident in a personal vehicle. This includes being dropped off.
  • No participant in the program is permitted to leave school to respond to calls or miss school for a department related event.

PARTICIPANTS IN JUNIOR PROGRAM

  • May participate in public events such as parades and can ride in all emergency vehicles but may have to give up seat for a senior member.
  • May participate in scheduled fire and EMS training if the participant can wear acceptable PPE. This does not include training that requires the use of SCBA in an IDLH atmosphere
  • May respond to calls in an emergency vehicle from the station but may have to give up their seat to a senior member.
  • May be given access to the building with a signed key agreement and approval by the membership.
  • May not participate in any training that would require participant to use SCBA as their primary source of air outside a VDFP sanctioned course.
  • May not participate in casual, unscheduled training unless parent/guardian, officer or Junior Program Coordinator is present.
  • May not participate in any incident activity that would require entrance into an IDLH atmosphere. 
  • May not be present in the building without a parent/guardian after 2200 on school nights and 0000 on non-school nights.  
  • May not stay in the building overnight without a parent/guardian or Chief officer or Junior Program Coordinator and cannot stay overnight on school nights.
  • May not respond to calls for active shooters, bomb threats, large hazardous material incidents or during severe inclement weather.

At all times - the highest ranking officer or AIC on an apparatus has the ability to deny participation in a particular emergency event at their discretion.
